What is an Environmental Compliance Audit (ECA)?

An ECA is a comprehensive review, inspection, and verification process designed to assess a facility's adherence to environmental legal requirements.  ECAs are typically conducted annually, or more frequently as stipulated by your Environmental Compliance Certificate (ECC). 


Our ECA service is a two-stage process that delivers a detailed evaluation of your environmental compliance status: 

Stage 1: Desktop Audit

  •  Our team of environmental specialists will meticulously review all relevant documentation, including your ECC, Environmental Impact Statement (EIS), and Environmental Management Plan (EMP).
  • We will analyze applicable regulations from various governing bodies such as the Department of Environment and Natural Resources (DENR), Laguna Lake Development Authority (LLDA), and local government units (LGUs).

Stage 2: Site Inspection

Following the desktop audit, our team will conduct a thorough on-site inspection. This includes:


  • Examining critical environmental and pollution control facilities, such as stacks, wastewater treatment plants, solid waste storage areas, and hazardous waste management systems.
  • Verifying compliance with relevant regulations related to air emissions, water discharge, waste management, and hazardous materials.

Focus Areas and Applicable Regulations

Safety Imperium's ECA service covers a wide range of environmental requirements, including: 

  •  DAO 2003-30:  This Department Administrative Order (DAO) pertains to the conditions stipulated in your ECC, including the Environmental Impact Statement (EIS) and its associated Implementation and Monitoring Plans (IMP and EMoP).
  • DAO 1992-26 & DAO 2003-27:  These DAOs govern the permitting and management of hazardous wastes.
  • RA 9275 & Associated DAOs:  These regulations address the proper management of Clean Air, with a focus on air quality monitoring and emission control.
  • RA 6969 & Associated DAOs:  These regulations focus on the safe management of Toxic and Hazardous Substances (THSs), including registration, labeling, and storage requirements.
  • CCOs:  If applicable, we will evaluate compliance with Consent to Operate (CTO) permits for specific materials like mercury, cyanide compounds, PCBs, asbestos, ozone-depleting substances (ODS), and chemicals on the DENR's Priority List.
  • RA 9003:  This law governs the proper handling and disposal of ecological solid waste.
  • RA 8741 & Associated DAOs/MCs:  These regulations address the proper management of used oil, including recycling and disposal.
  • LGU Requirements:  Our team will ensure your facility adheres to all applicable environmental regulations established by your local City Environment and Natural Resources Office (CENRO) and Provincial Environment and Natural Resources Office (PENRO).
