Source Emission Testing and Ambient Air Monitoring

What is Source Emission Testing?

Source Emission Testing (also known as stack testing) involves measuring the pollutants being released into the atmosphere from industrial sources such as smokestacks, vents, and other discharge points. This helps determine compliance with air pollution control regulations and assess the environmental impact of industrial operations.

Why is Source Emission Testing important?

  • Regulatory Compliance: In the Philippines, the Clean Air Act of 1999 (RA 8749) and its implementing rules and regulations mandate industries to control air emissions and often require periodic source emission testing to demonstrate compliance with emission limits set by the Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB).
  • Environmental Protection: Monitoring emissions helps identify and quantify pollutants released into the air, allowing for the implementation of measures to minimize air pollution and protect public health and the environment.
  • Process Optimization: Emission data can provide insights into the efficiency of industrial processes and pollution control equipment, potentially leading to cost savings and improved performance.
  • Permitting Requirements: Environmental permits often require regular emission testing as a condition for operation.

Philippine Standards and Guidelines

We adhere to the methodologies and guidelines prescribed by the Philippine Environmental Management Bureau (EMB), which often reference:

  • DENR Administrative Order (DAO) No. 2000-81 (Implementing Rules and Regulations of RA 8749).
  • EMB Memorandum Circulars and Guidelines related to stack testing procedures, reporting formats, and accredited laboratories.
  • We also consider internationally recognized methodologies such as those from the United States Environmental Protection Agency (US EPA) and other relevant standards for specific parameters or when local guidelines are not explicitly detailed.

Ambient Air Monitoring

Ambient Air Monitoring involves the systematic measurement of pollutant concentrations in the outdoor air. This helps assess the overall air quality in a specific area, identify pollution sources, and track trends over time.

Why is Ambient Air Monitoring important?

  • Air Quality Assessment: It provides data to determine the current air quality status and whether it meets the National Ambient Air Quality Guidelines (NAAQG) set by the DENR-EMB.
  • Public Health Protection: Monitoring helps identify areas with poor air quality that may pose risks to public health, especially vulnerable populations.
  • Environmental Impact Assessment: Data can be used to assess the impact of industrial activities, transportation, and other sources on the surrounding air quality.
  • Policy Development and Evaluation: Ambient air quality data informs the development and evaluation of air pollution control policies and strategies.

The SICSC Approach for Ambient Air Monitoring

We employ various methods depending on the monitoring objectives, pollutants of interest, and duration of monitoring:

  • Continuous Monitoring: Using automated instruments that provide real-time data.
  • Intermittent/Grab Sampling: Collecting air samples at specific times for laboratory analysis.
  • Passive Sampling: Using samplers that collect pollutants through diffusion over a period.

The location of monitoring stations is crucial for obtaining representative data. We follow EMB guidelines and consider factors such as:

  • Proximity to potential sources of pollution.
  • Population density and exposure.
  • Meteorological conditions.
  • Topography.
  • Background air quality levels.

Comprehensive Wastewater Sampling Aligned with DO 2016-08

Our service involves collecting representative samples of wastewater discharged from industrial, commercial, or domestic sources and analyzing them for various physical, chemical, and biological parameters to assess its quality and ensure compliance with wastewater discharge regulations.

The Philippine Clean Water Act of 2004 (RA 9275) and its implementing rules and regulations require wastewater dischargers to meet specific effluent standards set by the DENR-EMB. Regular monitoring is necessary to demonstrate compliance.

Here's what you can expect from our wastewater sampling services:

  • Compliance Expertise:  Our team of environmental specialists possesses a deep understanding of DO 2016-08.  We will guide you through the sampling process, ensuring all regulatory requirements are met.
  • Accurate Sampling:  We utilize proper sampling techniques and equipment to ensure the integrity and accuracy of collected wastewater samples.
  • Accredited Laboratories:  Wastewater samples are analyzed by DENR and DOH accredited laboratories, guaranteeing reliable results you can trust.
  • Testing Parameters:  The parameters analyzed depend on the source of the wastewater and the requirements of the discharge permit. Common parameters include:
  • pH
  • Total Suspended Solids (TSS)
  • Biochemical Oxygen Demand (BOD)
  • Chemical Oxygen Demand (COD)
  • Oil and Grease
  • Heavy Metals (e.g., Lead, Mercury, Cadmium, Chromium)
  • Nutrients (e.g., Nitrogen, Phosphorus)
  • Total Coliform and Fecal Coliform
  • Color and Odor
  • Temperature
  • Other specific pollutants relevant to the industry (e.g., specific chemicals, surfactants).

We adhere to the guidelines and methodologies prescribed by the DENR EMB including:

  •  DENR Administrative Order (DAO) No. 2016-08 (Water Quality Guidelines and General Effluent Standards of 2016).
  • EMB Memorandum Circulars and Guidelines on wastewater sampling procedures, preservation techniques, chain-of-custody protocols, and accredited laboratories.
  • We also follow standard analytical methods from organizations like the Standard Methods for the Examination of Water and Wastewater (a joint publication of the American Public Health Association, the American Water Works Association, and the Water 1  Environment Federation) and US EPA methods as referenced by the EMB or when specific local guidelines are not available.
